Conversation as the main argument to invalidate a feat

Speaking specifically about fairness in this wiki: If Talking as a free action is not accepted by their majority, then we should proceed with downgrades across multiple verses. As that is the only fair and consistent approach because it is unfair that it is used to justify a downgrade for one verse and another verse gets a free pass while having the same issue.

Dragon Ball super many instances ( one instance is episode 25 at 11:35 where Bulma can have conversations with Whis and Beerus who are moving at MFTL across the universe)

DC Universe

There must be a consensus.
 
If the consensus is "case-by-case" as seems to be the responses of most staff members commenting so far, then no, there isn't any need for sweeping downgrades across all the verses you've listed.

The consensus is about how you evaluate, when this wiki evaluates a SOL or FTL feat it has specifications for this feat to be accepted. This is case-by-case, but prevents a staff member from putting who he wants as SOL or FTL. Talking is a free action deserves the same treatment.
 
I'm still a believer in the idea that when there's otherwise doubt one should lean towards what the author intended, rather than what is technically shown, and I think this is a good example of that.

If a verse makes it clear that talking takes time, and frequently has characters get interrupted or scolded for talking instead of fighting, then it is probably fair to consider their conversation when evaluating how fast something happened.

If a verse does not, and characters frequently talk as long as they want without any consequence or acknowledgement that their talking is taking time, then it probably isn't fair to use talking time as an argument for how long something takes.

As a third consideration, some verses have fast characters able to talk faster and be understood by other fast characters, like the Flash. If this is the case, then it doesn't really tell us much if they're talking to another fast character.

So, in summary: it is definitely a case-by-case consideration. Therefore, I would suggest against instituting any hard rule against or for it.
