4-A in terms of AP yeah, wouldn't scale to physical stats if UES doesn't exist. And even if it does, there should be proof or at least strong implications the feat is casual.

You've left out context for the feat. The feat took place inside of Wu's dreams which makes it unusable.

If the dimension is inside a dream, then no, it'll just be dream manipulation or subjective reality. Otherwise, yes.
That itself means that the dimension is equivalent to a dream; because a dream[a fictional thing] cannot exist inside a real thing physically. The same goes for dream selves of a person.
