I think Cell is considered baseline 4-B so gohan at minium is equal to him. But I'm fairly sure this is a stomp because it's not assumed gohan decayed "that much" from his ultimate form.

This should be a stomp since Gohan can just go up to SSJ2 and blitz Cell, plus rage boosts and prior knowledge of Cell and everything he can do since he despises him. Gohan shouldn't even be that far weaker even though everybody memes him.

It's a stomp. This is an older Gohan who is somewhat weaker from his Buu Saga self yet still already knows everything Cell can do and he hates him, so gohan would just kill cell again with a gigantict ki blast so he can't regenerate
Gohan can also go up to SSJ1-SSJ2 so it's a 50x-100x boost. Even without Ultimate or if gohan was restricted to base, he literally knows what Cell can do

Oh wait, nvm. I checked and he only has SSJ1 in his revival of F DBS key which really doesn't make any sense since he should also have SSJ2 as well when his buu saga self can still transform into SSJ2.
I'm kind of with gohan. Since he can just get angry with rage boosts and kill Cell again since he hates Cell. And this gohan is still older and more experienced since he already fought Buu and he already knows Cell is dangerous and can regenerate and he already knows how Cell fights.
Cell would likely just drag the fight out making gohan mad due to Saiyan blood, mocking that he's weaker and then just paying the price for it once gohan gets angry. The whole dragging it out thing is a bit iffy though. Would gohan actually drag the fight out with Cell once more since he doesn't start to learn how to control his arrogance with piccolo until after, or would he actually go for the kill here because he already knows cell can regenerate?
