So its Billy Butcher vs Sawrunner.
Rules:
Both are at 15 meters apart.
Battle takes place in stockholm.
Sawrunner have his ressurection,though i will remove it if the battle is deemed a stomp due to it.
both are 9-B
Butcher have access to his M4a1 and Remington 870.

I don't you can restrict abilities anyway.
But anyways Sawrunner prob wins due to ressurection.

Butcher just has to kill it 5 times since that's the number of times it has shown to resurrect and it takes a while to do so which gives him time to prepare. He has lower speed but he also has stealth and was a former SAS agent so he should be far more skilled than Simon who can beat Sawrunner in a fight despite being slower.

you can restrict hax that have an possible to it,if i recall correctly.
oh,and one more thing,Sawrunner can one tap Simon,who was can take hits from Faster,who can shatter wooden doors.

Butcher's guns despite being 9-C (with the exception of his Serbu which is 9-B) are still as much of a threat to peeps on his level as they would to any normal human and they can more or less harm some supes with 9-A, possibly 8-C durability to the point where we needed to classify supes based on whether they're bulletproof or not.

It doesn't look that difficult to deal with. He has Superhuman speed but has to slow down every time he attacks which explains how Simon can still evade and outrun him. Also, Butcher has a car as his Standard Equipment so I guess he can try to hit Sawrunner with it or at least drive away to gain distance for his guns?

You're going to revise Cry of Fear? Any stats or abilities changes for Sawrunner? If not then the match can be continued.
 
Can Sawrunner even lose this since he has Abstract Existence? Don't you need a specific form of NPI to harm those?

Sawrunner probably just blitzes now since Simon has Superhuman speed, though Butcher can still hurt him if he lands shots. Guns and piercing damage in the Boys can harm Supes that are 9-A or 8-C if they haven't explicitly shown resistance to them.
