So basically this realm is beyond the Physical Realm, its free of limitation, and to reach it you have to achieve enlightenment and rid of your worldly concerns and desires. Rid of your individuality, personality, hopes, and dreams. It's a world of nothingness and all meaning is lost there, its also above time.

Its accessible only if you go to a Mountain which is called "The Flour Peak of Transcendence".

Those who have transceded to this realm, have been described to have transcended all. It is also the highest point of existence, worldly possessions having no power there. You also have to set yourself free from the cycle of life, rebirth, and death as well

I'll give some context and scans.. so basically Mystic Flour Cookie is basically a Buddha who has achieved enlightenment, she wishes to create a world unshackled by everything, a world of nothingness that resides at the roof of the world (highest point of existence). She started noticing people are burdened with selfish desires and started her Goal of Apathy and transcended to a realm beyond the Physical Realm. Wordly possessions have no power there, and those who transcend to this this realm are described to have transcended all.

You also have to rid of everything and return to nothing as if you never existed in the 1st place to achieve enlightenment, as Mystic Flour Cookie describes it. Her very soul and essence is non-existent.

After reading all that, I would question calling this a display of any tier without further context. The scans appear to speak of a state of nothingness akin to Nirvana, the idea of escaping the Samsara cycle of reincarnation, reinforced by repeated descriptions of this state lacking existence and other such things. A lack of something isn't the same thing as being superior to that thing.

Mystic Flour Cookie verbaitum stated her goal is to guide everyone to enlightenment and create a world unshackled by everything, which she has achieved.

Mystic Flour Cookies whole ideology is based off Buddhism and Apathy (hense turning everything to nothing, then we have the Dumpling Immortals), the cycle, her realms have interesting similarities to the Formless Realms (highest point of existence, free of limitation, and essentially above space, its quite literally.. Formless) Then we have "All meaning is lost" I dunno what this gets exactly, probably that everything is undefined there.

Mystic Flour is also called "Leavened One".

The realm is transcendent to the 4D Multiverse. Wordly-related things are ineffective there. Mystic Flour Cookie was never harmed once ever since her enlightenment. (Wordly possessions and anything well.. wordly-related has no effect on her)

Especially since the description mentioned abstract concepts and all meanings being irrelevant, and the realm itself is nothingness with the addition to be expressed to transcend space and time, 1-A does seem like an appropriate tier for that passage alone.
