I think peppino outskills given he's H2H skills, he also has an ap advantage with the Mach Run, and he also has better lifting strength too. There's also the fact that Peppino could tire out papa Louie since he seems to have better stamina. You said peppino is restricted of equipment but didn't mention anything about papa Louie. So does Louie have his vortex pizza boxes?

It seems like Papa Louie actually needs to get close to Peppino in order to actually BFR him unless Pops is able to use it at a range higher than standard Melee range. Give how aglilic and flexibile peppino is he can just keep side stepping and tire out pops. There's also the fact that since peppino skilled in Melee combat he could just disarm pops of the box and use it himself
