It doesn't really matter if it's canon or not. We allow profiles of different versions of characters that appeared in crossovers and collabs as long as they follow specific standards. There are some other issues with the page though, like the lack of scans and justifications for a lot of things.

Profile needs a bit of improvement but is otherwise allowed. The character basically has to have no weapons, no abilities, no significant role, and be from 10-C to 10-A to not be worth indexing.

I mean, this guy is allowed and his only abilities are being really annoying and owning a bomb. The fact that Andrew own weapons that he can use and that he's one of the two main characters means it is fine to let him stay (Unless you want to argue that the verse shouldn't be here because of the... innuendos. He has social influencing as well. Arthur Fleck not only has athletic human physicals, but is actually skilled at using his weapon
