1. If a 4d character is fighting a 3d does that make the 4d character automatically stronger?
2. My second question is why do people say 4d=universal? Is it true or is it a false way to wank a character?

1. Smurfs exist, so not necessarily. Technically 4D characters would inheritably be stronger than 3D, but there are defiantly exceptions.
2. 4D doesn't necessarily mean Universal+ (Low 2-C), but it can be used as supporting evidence for Low 2-C.

What are smurfs?
Anybody who uses another character or source's power (usually alot stronger than them) which makes them vastly more powerful.

An example is Gilgamesh from Leviathan, which uses the power of the Levithan to manipulate the plot.

For a source-based smurf, Abnormalities from Lobotomy Corporation at the very least use mind-hax supplied from the Well of Humanity.
