Followig that question: what are the Z Fighters without their true potential unlocked? I can see that most of them already had them unlocked:
Goku got it unlocked by drinking Karin's water.
Krillin and Gohan got it unlocked by Namek's Dragon
Vegeta got it unlocked when Babidi took control over his body
Gohan got it unlocked again by elder Kaioshin
Piccolo got it unlocked in the new film? Idk I haven't watched it yet

Because he's unquantifiably stronger than broly, while for him to upscale to 2-C, he needs to overpower the combined force of two "at least low 2-C" rated characters or have a multiplier big enough to stomp. A hypothetical kaioken gogeta would qualify but he doesn't exist.
