Hax Layer Question

If being stronger/having more energy canonically gives you higher resistance to the verse's power system hax; how do you even begin to scale that in terms of layers?
 
Kinda different a bit.

That's like a situation where it could be interpreted as either a weakness of the ability, or only applying to one or a few characters; even if it can be implied to apply to more.

I'm talking about straight up "resistance" being stated and being a canonical in-verse mechanic. Not something implied like Dragonball or something.
 
Either by Scaling chain or the way they denote the power level in the verse. In the first place layers of resistance are generally unquantifiable so it really hard to know whether it actually higher or not in most cases.
