Yes and no, he’s more serious about fighting and doesn’t let the enemy transform iirc, but he does just start off with kicks and punches if ur ignoring passive abilities

Wait does he have precognition like his canon counterpart? If he's more serious then he should start with the most suitable starting move which is usually ki blast at range and h2h at melee range.

Now this is actually hilarious on many level.
1. DBH in its core is a game verse, thus ability come from game is normal
2. If stamina is mechanic then you can nuke all stamina section in all vsbw, every character have stamina, you can clearly saw them in all verses, the game mechanic part is not the stamina.
3. It is established that DBH character actually use those card abilities in game cut-scene and story, also there is a promotional anime episode to support this.
So now to answer OP question.
1. His passive hax is DD which set his opponent stamina to bare minimum, stats and damage hax which both amp his and reduce his foes, probability hax will make his attack more likely to hit and his emeny attack more likely to failed and miss.
2. Depend in situation, normally he goes for some generic ki blast, it always is his first move; if his opponent is a dangerous/threat he could goes for a freaking fast charged kamehameha. He rarely goes close combat at first
3. He is more serious than both his DBS and GT counterpart, and he have better knowledge than both of them when it come to time and space problem

No, actually he is just slightly order than GT Goku at the time when he fight Omega Shenron, he is not order than the Goku who appear at the tournament of his great great grandson, because Xeno Goku us just Goku who got summoned from Future Trunks vision abiut strongest warrior in the universe by Chronoa. Well if you count all DBH mission until now he is pretty old as when Time Patrol fought Dark Empire and Mechikabura Fu look like an infant

Literally, the characters in DBH have used a stamina reduction skill in the Manga (though it's not passive). So stamina reduction is not just game mechanics
