Goku fought Supressed Jiren with UI. Meaning he's Low 2-C at least. Unless Jiren got infinitely weaker over the span of at most 48 minutes, Jiren should have remained Low 2-C. Base Goku and Final Form Frieza fought Jiren in his Low 2-C form and was hurting him (eventually winning) this should give Base Goku Low 2-C.
