why are speed amps allowed in a speed equal match?

They shouldn't be at all in my honest opinion because it negates the damn reason for speed equalized but personal thoughts aside, it's only if it doesn't allow them to speed blitz.
If I can amp my speed 100x, it's not allowed.
If I can amp my speed 1.5x then it would be allowed.

Because, dunno. I mean, why wouldn’t it, if the speed boost isn’t blitz worthy. Like, as long as you can still land the wincon, does it matter that much?
