Creation feats vs physical stats.

So under what circumstances can you scale 2-C (Low multiversal) creation feats to physical stats (punches, kicks, sword slashes, etc)??????

[2-C was a random tier as I have to think fast lol]
 
If the 2-C creation feat was casual, and there's evidence that physical stats use the same universal energy system and there is at least one instance of the character requiring at least as much effort to fight a character with their punches as it did the creation feat. It should be good to go.
 
I'll give an example

Character A has supernatural energy source called Ki that powers him up, A creates a planet by using his own Ki and this is a creation feat. If A can also use that much amount of Ki to boost his physical strength then it means his creation feats = physical strength

If A couldnt use as much as Ki he used to create a planet to boost his physcial strenght then creation ≠ physical strength

Idk if we can use percentage to calc characters strength

what if it was an off screen creation feat? so we don't know how casual or not causal it was?

If it was an off-screen creation feat with no proper context, but a universal energy source exists, then it would have an "Unknown, Possibly >x tier for creation", assuming the character can use said energy to amp themselves.

Of course, if the feat is super-irrelevant to the story (As in, holding no importance to the plot or the story overall) to the point where no one cares about it and/or if it is a one-time instance, then you might as well axe the feat altogether.
