No, just the distance between the character and the lightning right as the character starts to move after seeing it (Right before impact).

I can assume that the lightning thrower and dodger are at most 20-30 meters away

so practically the lightning bolt, horizontally, is 20-30 meters from whoever throws it while whoever dodges it sees it vertically above his head

again, we can assume that the lightning starts from the thrower's hands to the sky and from the sky to the ground, so we could say that somehow they could imagine what was going to happen preparing to dodge/react it, even if they've never seen that ability

basically one of them has the ability to manipulate the past of everything he touches
