If the side with lower tier have abilities that can put down the other character even though the difference then yes.

Let say a example, character A is City level and character B is Wall level but have a attack that if land destroy the soul and character A don't have reistance to soul manip, both sides have win conditions so it's a fair match.
Yes, as long both side have win cons then yes.
