Well yes and no he can’t make quadrillions like satan but I think he can make like 10-20 iirc but they can’t use his full power for long and Superman’s HV could easily kill them especially if they come flying at him.
Could I take this as a vote for Mori?

He didn't use clones since his exhausted and to make a clone you're stamina needs to be high and mori can make millions of clones iirc

Nah I think he can only make close to a hundred at most but this isnt that Mori so it’s not in character.
it’s Satan who can make millions and quadrillions of clones.

Well he wouldn't spam clones in his fight with commissioner r since he's exhausted and he will/can spam clones if he want to

Almost every case of bfr I have seen from superman require skin contact.
His thunderclap is another method but that won't work against someone with a higher ap/Dura imo

His information analysis will give him roundabout idea about his molecular structure, DNA and some basic stuff like that. It's not exactly combat applicable in this fight.

After reading the information above, I vote to Monkey FRA.
I think every Monkey King vs Superman matchup is soild in connection. (Even better than connection between Son Goku vs Superman) Sun Wukong and Superman are characters which could have everything you could thought. They are broken and they will get more and more broken. Just thinking that Sun Wukong has many things which can be compared to source wall breaking at people's view at the time JttW is out.

Superman is 1 KiloFOE. Mori is over 200 KiloFOE. A single tap would kill Superman and he sure as hell isn't tagging one of the most skilled characters around before they tag him.I’m bad with numbers
