Why does Xeno Goku have Probability Manip?

Dragon Ball Heroes has a gameplay mechanic where when one person attacks another, both have to time a button press to determine whether the final hit is blocked or not. Xeno Goku has abilities which affect the speed of his or his opponent's meters, which this wiki considers to be Probability Manipulation.
 
Honestly I thought it was the Demigra feat which would be resistance but I see how this would be Probability Manip. Def think it should be limited.

How would this work in a battle
 
If the meter is about attacking would this make the attacker use he's ability slower?

Like for ex. If the attacker attack works by raising a hand. Would they raise it slowly giving goku time to attack first?

How it works is that you have two bars, each with a line constantly going left and right. Both characters have a few seconds to press a button to stop the line, and the character with the line furthest to the right of the bar wins the Charge Impact. Getting the bar completely to the right is a "Perfect CI" and some abilities/gameplay gimmicks will bestow additional benefits for that. Draws repeat the Charge Impact at a faster speed until one side wins.

Gameplay pauses during the Charge Impact, so the speed has no effect on either character's movements.
 
I'm pretty sure it does affect power in attacks if it's lower but that doesn't matter if we can't apply that.
 
Honestly, I got my answer but still fishy since it can't really be applied. Main reason why I hate vague profiles. I think he should get resistance and him actually having it should be removed.

Slightly, but it's a minimal difference.

He literally lowers the probability of attacks landing
No, attacks land regardless, the "probability" is for whether the attacks are blocked or not. Even then, unless the attacker is a giant, they've already hit with several attacks before the Charge Impact.
