So just finished watching this series, and what a big mindf*** it was, the story was very complex to say the least.
Anyway enough about that, Iwakura Lai should be downgraded, to Unknown i think. Her current rating makes no sense, her ap has no justification, and her durability is wrong as well, she doesn't have universe+ level durability, she was hurt by arisu a normal human.
As for her resetting the universe, it was never stated she reset the entire universe, more likely it was just the entire planet, as the series made a point of explaining how the earth is like a computer or something and humans could be connected and what not, that was the entire goal of eri, the god of the wired, from what i could understand, the breaking down of the barrier between the wired which is like the internet/virtual reality and the real world, humans are just applications, and lain is the software created by eri, that was going to break down the barrier between the two worlds, nothing was ever said about the entire universe being reset or anything about affecting the entire universe in general.
So considering all that, i think lain should just be unknown, possibly planet level, at best, i would just put her at unknown though, all she did was erased all the memories about her, and removed herself from existence, more of a hax thing than ap. Her omnipresent speed rating is correct however.
She also should have time paradox immunity when she reset everything she removed her reason for existing, as eri, the guy who created her, never created her cause of her reset, but Lain still existed anyway.
