Frank West can build vehicles and weapons that out power anything Chris could ever dream of. I'm not sure if he can build a nuke like in the new game, but even then, the vehicles and weapons that can be built completely destroy Chris.

Prep kills Chris completely. If this was a random encounter, he'd win no problem. But with prep Frank can build all kinds of crap that Chris can't get through.
