Doctor Doofenshmirtz VS Rick Sanchez

Simply put, I think Rick is just more willing to kill than Doofenshmirtz, and far more willing to go for an easy kill at that.
 
Rick would just shoot him while he is gloating over his plan of whatever. Maybe he would have a chance with bloodlust on, but not like this
 
Doofenshmirtz is capable of doing anything he wants if enraged enough, such as being attacked. And Doofenshmirtz is, in fact, very very smart, he just isn't that good at putting 2 and 2 together.

Doof is a very intelligent individual whose created incredibly advanced and powerful machines, no arguing there. The main difference is attitude, though. Rick is a cold hearted individual whose willing to murder without a second thought, while Doof, well, doesn't. I think Rick would just kill Doof before Doof can fight back.
 
Give them both bloodlust and you'll have a VERY even match, actually.

Otherwise Rick would yawn and blast him before he even gets a chance to bring up his evil scheme.

I honestly want to see this as a Death Battle. 3-D animated with voice acting and everything. They'd be able to make a scenario around it and everything. Even though the outcome would be obvious, it'd be extremely entertaining.
 
Rick is more willing to kill and Doof would most likely just go on and on about his latest scheme. Basically everybody's reasons above.
