Is Sportacus 7-C or 7-B in this matchup?
Because if he were 7-C I might give it to CH because they possess full knowledge of every fictional character and story ever written, including Sportacus. Small Town Level+ vs Town Level isn't that big of a difference, either.
If Sportacus is 7-B, then I'd say other wise, as in spite of the composite human's outlandish intelligence, they simply lack the means of sealing the deal because the sheer AP advantage would be too much for them.

Then I'm siding with Combined Human.
Sportacus' stat increases via sports candy would give them a little trouble, and would put some respectable pressure on them, but their combat skills and intelligence should be able to pull through.

Since the composite human has knowledge of every fictional story ever written, they should know of Sportacus' weakness to junk food, and exploit him easily with their much greater intellect.

I will vote for Combined human because of intligence, and ArbitraryNumbers reasons, he could quickly make a good plan without prep time.
Also CH knows more martial arts than sportacus, so his phisycal disadvantage will be overcompensated
