Not Important seems to be the kind of guy Batman should have a lot of experience fighting. He's also faster, can probably destroy NI's guns, and should be more skilled too.

Going with Bats due to superior outfitting, (his Batsuit should provide superior protection over Not Important's stereotypical trenchcoat shooter getup) superior combat skill, (i don't see Not Important subduing Bats in a H2H fight if it happens at all) better intelligence, (Bats is a genius, NI is a violent nihilistic stereotype) and experience fighting violent criminals.
