I noticed that both Rouxls Kaard and Batman (without prep time) are at around the same tier, so...

Speed equalized. I'm also gonna give Batman like 2 hours of prep time that sounds good.

How about this guideline:

Do not make matches with characters 8x or more apart in AP.
Do not make matches for tier 2 and above, as it is wonky up there.
Do not make matches where one side has unresisted instant win hax.
Do not make matches where one side is given massive advantages.

because the tier 2/Tier 1 slop either consists of things that resist literally everything he can do such as lantern rings or things he straight up has no answer for like phantom zone nonesense

In fact, lantern rings alone in particular seem to do both of those things
