It's frankly hard to tell.
It certainly isn't Soul Manipulation, as everyone and their mother in Undertale can do that, and Soul Manipulation strength scales to regular AP and Dura apparently.
It isn't KR either, as the thing is kept seperate from the regular damage Sans does (Not that it matters, Sans' power has never been shown reliant on sins anyway)
