Izuku is only Low 7-B by using 100% on one arm, a Full Cowl 100% is High 7-A. So Rock can one shot by hitting Izuku anywhere that's not his arm. Also helps that Rock isn't injuring himself with every punch and if Izuku hits him it's not going to do a lot of damage

Sure Izuku has proven he can fight through the damage of 100% but he's still injuring himself.

Also Rock has better training from Terry since Deku just goes unga bonga punchy punch while Rock has a defined fighting stye and fought other martial artist so this is kind of a land side

Yeah, I'm agree with that, I don't think Izuku has a match up in Low 7-B that is not a stomp.
