Haxless Peeps punches each other in the face (Ozen vs Saitama)

This comes down to AP.. What are the exact measures?
 
Saitama i dont know, seems to upscale from a 9B feat. Ozen scales from the one in her AP
 
Well Ozen's AP is about 5x higher but what's confusing me is that Saitama's upscales from a wall level attack. So I'm not sure why he's even listed as small building level in the first place.

Saitama is small building mid-training by a sort of convulated method, which makes an assumption a particular police officer isn't special. He survived two blows from Personification Of A Light Pull Cord, who is Tiger Level, making him superior to Piggy Bancon, who defeated several officers. The assumption here is that all officers are wall+ based on this: https://vsbattles.fandom.com/wiki/User_blog:TheRustyOne/One_Punch_Man:_Surprise_Attack, and that through several "should be stronger than", it qualifies him for small building.
 
That aside, I vote Ozen for having clearly better AP. Mid-Training Saitama is working off a lot of assumptions already, so I won't give him the benefit of the doubt that he could adapt a sort of strategy to overcome the strength difference, since even in the popular example of him adapting to Crablante, he took a couple hits first.
