I don't think that Ikari Broly scales above SSJBE Vegeta. Only after he transforms into a SSJ does he scale above him.

I don't think Vegeta would like one shot him or anything, Broly would prob just adapt and become even stronger.

Ikari scales to SSB Goku and Vegeta post TOP as SSB Goku was able to fight evenly with Ikari Broly.
SSBE Vegeta is comparable to SSBKKX20 Goku as they were able to fight toe to toe with a casual Jiren evenly, so Vegeta should have the AP Advantage. Also Vegeta has prior knowledge of Broly's immense adaptability so he would end things immediately.

Ikari scaling higher than SSJBE? I doubt it. He's definitely above SSJG as shown in the movie. Thing is though SSJG < SSJB < SSJBE. IIRC, there's like a 20x difference between SSJB and SSJBE.
So Broly would have to overcome the difference between God and Blue and then have to overcome the massive difference between Blue and Evolution. Even more if Vegeta rages boosts.

I'm voting Vegeta or a stomp for Vegeta. Ikari does not scale or above to SSBE in anyway. He's only comparable to SSB as SSB Goku was able to fight evenly with him one v one before Broly went Super Saiyan. SSBE is comparable to SSB Kaio Ken x20 Goku as to reiterate what MrLuk said, they were fighting evenly with a Base Jiren, so Vegeta has the massive AP Advantage by 20x by the maximum.

Going by how Goku in the movie was stated to "nearly" be a God, I'd say he should definitely be beneath SSBE.

Rage Broly = SSJB Post ToP > SSJB TOP
Evolution Blue won't be able to put down Broly before Broly adapts as he adapted to much bigger power differences

Honestly, this is more than likely a stomp.
Once you hit like, what, 7.5x difference, you can one shot an opponent. Vegeta has around at least 20x advantage, he'd put Broly down in one blow.

Even SSJ Broly is likely at a disadvantage. Vegeta went from pre UIO1 SSBKKX20 level at best to surpassing UIO2 in one amp.

Vegeta tried to end it as a SSJ yet failed against Base Broly
Nothing to going to happen differently against Evolution Blue Vegeta from the TOP. Post TOP > TOP, and the gap between SSJBE Vegeta and Rage Broly is less then SSJ Vegeta to Base Broly.
