They aren't on the level of Level 1000 on their own, their profiles say as much, but not an exact number by which they are lower. We can get an exact number from Libra's Astraea:
Normal Libra only has 1 of The Right Scale, in this form she has 2 more + 2 anti-fortress cannons, so this is 4x the firepower of Base Libra, and Ruphas wonders if Karkinos of the Crab can endure it, Karkinos is said to be as durable as Ruphas: For some reason i can't quote this, this is from chapter 58:

Anyway we can say that Base Libra is around 4x weaker than Level 1000 Ruphas Mafahl who is Low 5-B or 1214 Exatons, so Base Libra is 303 Exatons, this is Moon level+, All The Heavenly Stars should be Moon level+, Libra should be Small Planet level with Astraea and as Level 1000's The Heavenly Stars should be Small Planet level.
Mars and Virgo
Mars is said to have a punching power of 1.2 tons
This isn't referring to dc or ap, just how hard Mars can punch, so he shouldn't be 8-C.
Level 201-300 are stated to be able to take on battalions alone:
The implication here is that they can take on the Earth's army alone but nukes are too much, based on that i think it's reasonable to say they could take on tanks by themselves, so i think they can be 9-A.
Ruphas
Level 3000's are stated by the author to be able to at least destroy a solar system:
