If he doesn't Resist Soulhax then he's not surviving an attack that's just as strong or slightly stronger than him hitting his soul.

Plus, he could do the dealight thing to Sans, or just plain put him into an illsuion while his real body can't move, or teleport and be stealthy, or a lot more stuff really.

Not all of Pennywise's forms are 9-A, anything that isn't the spider form or Paul Bunyan is suicide.

Ok so there is some downplay here.
1) Pennywise knows Sans' fears and such. He would know about Papyrus. I the moment this fight starts he's gonna be hit with all the fears and such if his brother dying or being caught into his attack. Or shown him die at the hands of Pennywise.
Think Bill and Georgie but worse. Sans would ether care a lot or not at all. Since this is in character, I'm almost certainly sans would try his best to save the not-Papyrus and might get caught in an attack that yeets him.
2) At any point Sans gets serious, Deadlights instantly. Also pretty sure al the fights with Sans confirm Soul Hax doesn't 1 shot.
People seem to think Pennywise would let a person get away with anything because he's "Cocky". Anyone who's seen the movie knows the slightest resistance or lack of fear is met with Deadlights.

I don't thin Pennywise can just fake Papyrus' soul, and Sans can see that stuff. Nor do I believe he can mask his own, which would have a really high lv, giving him away.
Sans getting serious doesn't mean deadlights, at all. Penny let's his victims struggle, a lot. And deadlights need it to open it's mouth and shoot a laser beam, if Sans get's a hold of it's soul it be destroyed in a third of a second, so it won't get to do much at all.

He doesn't have to, all he needs to do is copy his appearance (Because surprisingly, that's how shapeshifting works) and that's it (Or in other words, that logic is flawed), and if he actually wants to fake Papyrus's soul for whatever reason he has illusions, perception and eality bending powers, so it's definitely not outside the realm of possibility.

When Beverly in the first movie didn't show fear she got Deadlight'd, and when Richie was being macho and started shit talking Pennywise he was instantly revealed to the Deadlights

Yes he does have to open his mouth, but as seen in the second movie he opened his mouth quick enough to catch Richie off guard, so it isn't slow.

Much like what Grey said, the other fights confirm that Sans' soul manipulation isn't a one shot ability (Unlike The Deadlights). I've played the game before and it doesn't work like that and that it is capable of being dodged as seen with Frisk (Plus speed is equalized)

Yes he does. Sans can see people's levels and souls, making a soulless papyrus shaped apparition is only going to work for a few seconds at best.
There are so many times Penny doesn't use deadlights against people that are actively resisting him. In-fact, I don't even think his avatars he uses for illusions can at all.
Richie is slow tough, and they weren't in the minds of telekinecally smashing Penny about.
It's a beam of light that comes from the lights inside of Penny.
Which is why I said a third of a second. Assuming Penny's soul is as strong as Frisk at LV 1 (and having a high LV isn't changing that since Frisk is waaaaaay stronger than default souls) he dies in 0.3 seconds (60 HP damage per second against Sans' attacks).
That, and Sans believing it works would also abuse Penny's weakness, much like the gun with no bullets opening up his head.
And again, Penjy can incapacitate whenever he wants, but he won't.
