Since Burns older age is gonna make aiming a bit more difficult. Plus he has to reach into his jacket and pull out the gun and aim. He likely isn't getting a fatal shot in with the gun. (Probably a shoulder or leg). And since the entire pain tolerance thing for Richard exist. He could just charge him. His pain tolerance and regen could handle a bullet wound as long as it doesn't hit a fatal spot.

True but if he gets shot in the head, then his pain tolerance wouldnt handle that

Yea. But burns getting a headshot is unlikely. Richard is a moving target. And burns is an older person. Gonna be a bit harder to aim and fire.
