Part 4 Jotaro vs Part 3 Dio

Since DIO has no prior knowledge and Jotaro does, Jotaro's win condition would be waiting for DIO to get close to him in stopped time so he can be in range to go for the head. DIO wouldn't throw knives either since he didn't do it until he learned that Jotaro could use time stop. So Jotaro hits DIO in the head and he paralyzes his legs and since SBA has this in central park there isn't a place he can reach in time to escape or become high DIO before Jotaro waits out his time stop and does his at the last second. So I think Jotaro wins via experience and prior knowledge

Considering Jotaro has prior knowledge of DIO and can even stop time himself, he shouldn't lose here. Even if Star Platinum is slightly weaker than he was in Part 3, The World has always been weaker than him anyway and besides Jotaro would know to aim for the head immediately at the sight of his arch-nemesis so it's not likely he'll entertain the idea of comparing the power of their Stands again. Also, while his own time stop and resistance is shorter, it still gives him more than enough time for Jotaro to bring out Star Platinum to crush DIO's skull once the latter draws near while likely monologuing (you know, considering how DIO is towards any Joestar he comes across).
 
Yeah. It's worst for DIO if we consider that he doesn't know Jotaro can Za Warudo as well, so he'd get close not expecting to be obliterated the moment he tries to attack.

Whether is at close range or at range, Jotaro has better experience.

Jotaro has prior knowledge of DIO, knowing that this is Part 4 Jotaro. The sequel to Part 3..Yeah, he already knows how to defeat DIO.
