By now, Goku has learned to spam his IT and has more techniques that he can use (Solar Flare for example) so I have to give it to him.

Are you just trying to give Goku wins? Because that's the vibe I'm getting here.
Either way, Goku has the flight advantage along with a massive range advantage. The only real threat to him is Wave Penetrate, and even that is relatively inconsequential comapred to Goku's Ki-Blasts. That said, it could catch Goku off guard, since it'll constantly home in on him and it can tank the attacks of other Universal-level beings.

Well I'm trying to not have goku go up against haxed characters cause he would lose easily and it won't be fun. Also I put speed equalized to make it more on neptunemon's favor since he'll get blitzed by a lot of people in this tier

@SK. Goku beats all non-haxxed characters unless they have higher speed. You didn't do anything wrong though.

I don't really see what Neptunemon can do here, he's not as swift (you know, not having actual legs and all..), versatile, his abilities don't really work well against universal characters -- for what its worth, he's arguably more skilled.

Gonna go with Goku due to the reasons stated above.
Goku in his tier 3 forms can only be either stomped by others in his tier or stomp others in his tier. There are very few close fights that I can think of.
