I'll vote inconclusive. Simon doesn't have any answer to Squall using BFR with Leviathan but Squall does not resist soul manipulation.

Huh I thought his summons key tied to his strength hence why I went with it. I'm not really that familiar with how we use summon keys here with FF people, so even in his second key he was still tier 3?

It's a bit weird yeah. I think summons should be listed in powers myself. His summons just range from High 6-A to 4-A. 4-A Squall has basically Eden (Final Fantasy)

Mhm they shouldn't be a second key then because you might as well just fight the GF on their own. Eden would prolly just get stomped hard by Simon if I tried it though. >_>
