Even without the conceptual manipulation, Arceus still has mind hax, passive invulnerability and the AP advantage too. Arceus is among the most haxed 2-Bs (alongside the chaos gods, Tiamat and the slime god) without a decent amount of resistances Annoying Dog is going to get haxed stomped.
