juging by the battle against R, hajime make "time" to use his Law Manipulation, and the fact that Mukuro can especially seal the laws ability (she is stated to could probably Lock Ain, the angel of Law) is not a good news for him + the fact the Muku start with her 4-D sealing and Hajime has zero resistance

Mukuro use Segva and call it a day I guess.
 
Searching through some things I found a cuote that could explain how his luck works:

Perfectly working gun somehow jams when another stupidly lucky guy shoots it.

On a vacation, a plane got hijacked and took Nagito's parents hostage, so a very small meteor happened to hit the plane, go through the roof, and kill the terrorists.

Survived a plane crash through dumb luck

Kicked a rock, which caused it to hit another rock, which caused it to hit another rock, which caused it to hit another rock, repeat until avalanche.

Suicide attempt suceeded when one specific person that he wanted threw a specific poison gas grenade that he wanted in a specific area that he wanted.

and a few others too

I'm not sure if this would make her not to use it, but I will left someone else to decide that.
 
Further research tells me that one of Nagito's luck feats (Terrorist happens to get struck by a meteorite) as practically zero, especially due to the fact it was a rather small meteorite and it hit exactly who he needed to hit.

So I'm fairly sure the luck stopping something like lolseal is entirely plausible.

Naegi also has some bullshit feats but I'm not sure if they scale to Hajime.
 
Welp, if he's in deep sht, he can create his own AI and implant it into an avatar. The Law Manipulation is also through data coding, so, the seal may or may not apply. But the seal is "in this data world" and can be rewritten easily, as it's Hajime's domain.

He can create separate laws about restriction of her powers and the moment she uses it, she can get... harmed? Even worse, death, depending on the penalty.
 
By recreating an AI of his that has all of his knowledge and memories, and creating an avatar (if he has not any extra yet), and put it there.

Essentially renewing himself.
 
Hajime really only needs to buy himself enough time to sing or point his fingers. If he can renew himself he could be able to get the jump on Mukuro and shoot her in the head with a bullet that isn't visible or drive her insane by singing.
 
Mukuro herself isn't 4-D, his luck can just make her happen to not use it instantly giving him enough time to shoot or sing.
 
Why would she not think about using it? It's pretty much everything she does. And how is the sealing going to fail?
 
Because she just so happened to not think of using it or get distracted by some minor distraction due to Hajime's luck. Simple.
 
Because despite Sealing being usually her leading move, there's a one in a hundred million chance that she thinks about using physical attacks or stat amps. Hajime happens to be so lucky that she'll always go for the one out of hundred million.
 
Yeah, Hajime is capable of outlucking Nagito, who has all of the crazy luck feats anyways.
 
Thats actually complete bullshit. All of the examples of luck that we see in Danganronpa are physical phenomena. It isn't just that the pilot of the plane suddenly decided to turn to one side and boom, meteorite hit. The meteorite just hit, the lottery ticket that gave Nagito a fortune was just in the trash, the gun he shoot tried to shot at Hinata simply jammed. Funny enough example too, because Nagito never thought of not firing, the gun just jammed and that's it.

So no, she doesn't decide to do something else. That's not how his luck works.
