Seizing the Sarcosuchus' head in his jaws, Omega 09 tossed aside the crocodilian, snarling in anger as the Tyrannosaurus was overpowering his foe. The Sarcosuchus struggled to right himself as he lay on his side, blood flowing from the multitude of gashes and bite marks that Omega had lain into his flesh.

Walking his way towards his weakened opponent, electricity pulsing from every step he took, Omega let out a low growl as he watched the Sarcosuchus' struggles begin to weaken from the loss of blood he was quickly suffering. Suddenly lunging forward, the Tyrannosaur clamped his jaws shut around the Sarcosuchus' exposed throat. Before the crocodilian could try to break free, Omega tore open the pseudosuchian's neck, sending dark red blood gushing out across the ground as a massive gaping hole replaced the Sarcosuchus' throat, the reptile's vertebrae almost visible.

As the Sarcosuchus' movements quickly died down to a mere twitching of the foot, Omega gulped down the hunk of flesh plucked from his enemy, before bellowing his victory into the night sky.

Right around that moment, within the lake, another battle was reaching its climax.

Striking with Iron Tail, Feebas struck SCP-2946 upside the head, cracking its neck and leaving its head at an odd angle. The Pokemon had proven to be the superior monster in this duel, whilst 2946 was left with a variety of wounds, broken bones and gaping holes in its flesh being amongst them.

Disregarding the condition of its broken body, 2946 lunged for its smaller opponent, the former bacteria still hungering for the fish's glucose. Unfortunately, though, Feebas was quicker on the draw, dodging 2946's snapping jaws as she swam upwards toward the surface. Seeing 2946 pursuing her from below, Feebas spun around to face her incoming enemy. Opening her mouth, Feebas fired a Dragon Pulse, the multicolored energy taking on the shape of a dragon as it rocketed towards its charging target.

SCP-2946 was still reaching for its foe when the Dragon Pulse collided with it fullforce, the energy ripping into its body and tearing it asunder in a large explosion. The shockwave of the detonation proved stronger than anticipated for Feebas, as the Pokemon found herself fired out of the water and into the sky.

Hearing the explosion, Omega 09 turned to look towards the lake as the surface of the water bubbled and broiled from the detonation. Promptly afterwards, however, the Tyrannosaurus was smacked over the head by the plummeting Feebas, the fish falling to the ground and flopping about.

Shaking his head from the unexpected blow, Omega glared down at the fish before him, Feebas practically feeling the daggers facing her. Today was just not her day.

Feebas has experience fighting Staryu (and possibly Starmie) who have regen at a much higher level. So, yeah I think Feebass can get around the regen.
 
Looking logically,

Attack: Feebas if Omega 09 has not been KOd the first time. 98,000 joules is better than having 87009 joules, although if it gets KOd, it is Omega 09 who has the strength advantage due to having stats twice as strong, yes, at least 174018 joules.

Durability: Feebas if Omega 09 has not been KOd the first time, otherwise, Omega 09, see Attack.

Lifting Strength: Omega 09. Class 5-10 is better than Below Average.

Stamina: Omega 09. Very High is better than High.

Range: Feebas. It has the range thanks to special moves, which travel several meters compared to Omega 09s standard melee range.

Intelligence: Supposedly Feebas. They may be dumb, but at least Feebas actually thinks what its doing thanks to being skilled unlike Omega 09 who is animalistic and doesnt think what its doing.

Experience: Maybe Feebas, given its LVL100 status compared to Omega 09 supposedly scaling to a T-Rex who can only live for 30 years.

Abilities: Feebas. It may sound threatning that Omega 09 has electricity which is known to be all water type pokemons (including Feebas) kryptonite, but Feebas also has the kryptonite of Omega 09: Ice Beam, an ice type move that would do great damage to Omega 09, and we know dinosaur-like pokemon would usually be Dragon Types, so yeah, Ice beats Dragon. Also, it can use Double Team to basically make it more frustrating for the dino to hit, to the point it cant hit the fish at all due to its evasion. Also, Attract is actually useful here since we know this Feebas is confirmed to be female and 09s confirmed gender is male, so it attracts and the dino falls in love, increasing its chances if not attacking.

Conclusion: Tricky one, but Feebas takes it. It will try to actually kill Omega 09 without knocking it out to prevent the amp via Ice Type moves such as Ice Beam and Blizzard. While Omega 09 has better lifting strength and stamina, it being amped would not happen if it actually gets killed and not KOd. The winner is Feebas.

Non-avian dinosaurs aren't cold-blooded; they're believed to have been warm-blooded like birds.
 
Also, the argument that Ice type moves would be super effective against Omega due to some Dragon types resembling dinosaurs doesn't really work considering dinosaurian Pokemon like Tyranitar, Rampardos, Kangaskhan, Tropius, Meganium, Rhydon, Bastiodon, and others aren't Dragon types.

First of all, Rhydon is a rhino and Kangaskhan is a kangaroo and second of all, Tropius, Meganium and Rhydon are still weak to Ice-type attacks. Besides, Omega 09 is a T-rex and the only equivalent Pokemon Tyrunt/Tyrantrum are Dragon-type. Of course Aerodactyl, Craniados, Rampardos, Shieldon, Bastiodon, Archen, Archeops, Amaura and Aurorus aren't Dragon-types, because they are fossil and they already had a better secondary types.
 
If Omega 09 isn't weak to ice type moves in-verse, he isn't here.

That being said, Feebas' greater versatility + AP advantage and damage boost for water type moves and arguably greater intelligence + experience should give him the win

The point is, just because Omega's a dinosaur, that doesn't automatically make him weak to Ice type attacks. And like GyroNutz said, Omega isn't weak to ice attacks in his verse, so there's no reason he'd be all of a sudden weak to them here.
