Luffy via higher AP and blunt resistance

Luffy has higher AP, range, a good enough fighting style against a martial artist like Goku, blunt force resistance and considering Goku has his tail as a weakspot Luffy might focus on this part if he notices it. Luffy plays dirty, so he doesn't care if his opponent gets weakened for some reason, even if by accident.

Straw Hat FRA. His higher AP and resistance to blunt force will make it incredibly hard for Goku to harm him, and he is skilled enough to keep up with Goku.
