So, Ghost Rider here scales to a megafoe off of WB hulk, while Godzilla is 387 kilofoe. Ghost Rider has the advantage here.
As for abilities, Godzilla doesn't really seem to have a way past regen/immortality on Ghost Rider, and generally not much in the way of durability negation.
Now, I think Godzilla may be ****** here by Ghost Rider's penance stare, particularly the pain reflection thing. Considering that Godzilla annihilates entire cities just by sorta walking around, and that this file is every Godzilla combined, that's a lot of cumulative pain to instantly dump on its mind like that. Ghost Rider's hellfire will burn through Godzilla's soul reserve, especially with an AP advantage, which can eventually kill if Penance hasn't already rendered Godzilla catatonic. Vote for Ghost Rider.
Godzilla has resistance to Mind Manipulation,Though i don't know if this could save him.
He can ignore durability with Vibration Manipulation and has many souls in his body because of GMK (Though i don't know if the latter will help in something)
How good is the resistance? I'd have to check on Ghost Rider's stuff myself for that though.
How would vibrations negate durability when they're a force just like any other? The many souls thing means fire shouldn't instakill, but I do think it would burn through his reserves in a timely enough manner.

Even then the stare isn't really based on minds controlled so much as pain inflicted, and composite Godzilla is gonna have inflicted an absurd amount of pain over all its iterations.
I'm curious as to the Penance Stare's effect on Godzilla. Usually GZ is portrayed as almost like an animal, a force of nature. He very rarely goes out of his way to hurt innocent people, and his intentional conflicts are more like an animal hunting or fighting over territory than any sort of human-like malice.
But that's just my own curiosity. In full honestly I'm voting for GR either way. Even if the Stare wouldn't work, We have a reasonable assumption from World War Hulk that Ghost Rider could beat him: Unrestricted Ghost Rider > WWHulk = Sentry > Base Thor = Godzilla
Plus what Rakanadyo said is true,But we are using composite Godzilla which has some incarnations which are really "Evil" like Gmk,But what if G just possess GR?
Ghost Rider's essentially already possessed by someone else, but evil isn't even needed as shown by the Doctor Strange thing where it worked even when he hadn't done anything wrong. Regardless of intent, a composite Godzilla has still caused a lot of pain over the years, and Ghost Rider still did it to an entire planet.
