Matter Manipulation and Creation

They're not necessarily similar. Matter Manipulation is one way to achieve creation, but there are others, like Reality Warping.

I imagine the idea is that Creation is a result, but the means to achieve it won't always be Matter Manipulation, and the ways to use Matter Manipulation will not always involve creating something. This us disregarding all the times characters create things that, well, can't really be said to be made of matter? Or maybe even tangible?
