Silver is out exploring for some Chaos Emeralds because...plot, and found some blue dog meditating. He perceives it as a nuisance since it was in his way of his mission and challenges it. The furry dog then gets up and gets in his fighting stance ready for battle.

Speed is = and both are High 6-A

Might not matter if Silver can just stop him in his tracks with telekinesis. Might be though not sure.

The Regi Trio have fought Groudon and Kyogre in Adventures and Groudon was stated to raise continents on his profile. It didn't state what petatons he is at.

Not how it works. And from what I recall from OBD, Lucario's in the exatons.
 
You gonna trust your memory or the guy who's been here since the site first started getting popular.
 
I mean. Silver can freeze Sonic easily despite Sonic being ridiculously fast (by the time of Colors he is nearing FTL and claims he already surpassing it) and Sonic is arguably stronger than Silver is. I'm not sure how Lucario is meant to counter him.
