Which level would be a dog with a bite force of 406 PSI?

No idea on 400 PSI, but 1000 PSI is straight up Wall level, as animals with that kind of bite-force can easily crush skulls.
 
Can't convert pressure to energy, so can't tell you. Take into account that psi is a ratio, weaker animals could have higher pressure than bigger ones.
 
Crushing skulls is 2x above baseline AP if you use shear force. With compressive force that enters 7x baseline Wall level AP.
 
Note that when refering to "crush skull" means that the pressure of the bite surpass the tensile strength of the skull, it do not translate into crushing the entire skull or piercing directly into the brain, just that it can damage it.
 
Problem is, these animals can literally leave skulls in splinters. Jaguars can easily pierce into their prey's brains with their bite-force.

Possibly Wall level, but no solid conclusion. It takes about 1700 psi to crush a femur according to this link. And it takes 170 psi to break the smallest bones in the human body according to the same link.
 
Most likely, since they'd scale to real-life wolves. 406 psi could potentially cause severe damage to the skull, which even for normal humans would take a lengthy period even when using curbstomps on the skull.
 
Also, take into account that the bite force of humans is of ~100 psi, so human bite = wolf bite/4, but 10-B =/= 9-B/4

Yeah, it's pretty insane. Then again, one must consider the shape of the jaws too.
 
I'm guessing that the measure already takes that into account, higher pressure would mean either having more force or have more edge (sharks for example has high bite force but due the teeths, its force is not as impresive compared with its size).
