It's the second part just to make sure the first one would be not enough and might get too much. I'll be clearer this time here. If person or peple from another series (not only from anime, but western ones like Rick and Morty, etc.), or rather, from another reality, would be allowed to use from those worlds and use them under their own level, and in their character, so they aren't just nameless or at least, completely average people getting these. For example, ever wonder what it would be like for someone outside of the Jojo's reality to have an actual Stand, but somehow took care of the synchronization of the damage they would take? And how they could combine with their own already existing abilities if they have any?
