I'm giving this to Mirio, it'll be impossible for Ruby to lay a finger on him. Mirio was never hit by anyone till he lost his Quirk by taking a bullet on purpose.
While Ruby has more experience, Mirio is highly skilled. He was trained by Nighteye who taught him to analyze his opponent and predict their movements like predicting the future.
Even while trying to protect Eri Mirio was able to avoid hits like this. Not only that but Ruby won't be able to hit him with any projectiles, since he'll just let them pass through him. She can't gain distance becauase Mirio can just go underground and pop out like this.
He can even attack like this, or like this.
Ruby won't be able to keep up with his skill and Quirk.

Mirio FRA. Mainly, intangibility is going to make things hard, better skills and experience are going to make things even harder.

While I agree with TheRustyOne that Mirio should win, I don't think it would be super easy. Ruby's Semblance still boosts speed with speed equalized and Mirio can't turn totally intangible without falling through the floor, so parts of him can be hit.
