Tier 0 is azathoth. "The blind idiot god" (even though he's probably the strongest in raw power, ironically)

Not sure about the Emperor. Of course I doubt there's actually "dumb" characters he's still a supergenius
 
Just a note, having Azathoth for tier 0, or even any tier 0 at all, is inaccurate. Azathoth is infinitely above Yog-Sothoth, who has the entire concept of knowledge and true omniscience as a tiny fraction of it, Azathoth being a literal idiot would make no sense. In the same way that it's technically not asleep, or blind, or even a god, due to these just being vastly inferior beings attempting to make sense of the true supreme entity that's just "Dreaming" them all up, it being called the blind idiot god shouldn't be taken super literally. Same issue with high 1A, in that they're all either omniscient or nigh omniscient, and 1A is just whoever's not nigh omniscient basically. Though Emps is still incredibly intelligent by not omniscience standards, so there's probably someone below.
 
You could have a mindless high 1A, but I think they're all omniscient or nigh omniscient.
 
Considering that even the idea of omniscience, and Yog Sothoth who is the embodiment of all knowledge, is just something dreamed up by Azzy and that knowing everything is actually limiting and below Azzy, I still don't think it, or any tier 0 really should feature.
 
Maybe Matt from Epic Battle Fantasy would probably fit here in whatever tier he's in (is he supposed to be 5-A, 4-C, or 4-B?). I mean he really has issues with something as easy as block-pushing puzzles, not to mention he ate insta-death Sandworm meat without thinking twice and prodded Akron like nobody's business.

Spoiler alert, it was stated several times in Epic Battle Fantasy 5's dialogue that Matt's actions were guided by the player, so its not likely he would've been able to do block puzzles on his own.
 
As we have Caboose for 8-B we may have Jar Jar Binks and Dan Hibiki for 9-B as well.

(I think we here focus the dumbness of a character in contrast with its other stats so that non-sentinent things do not win by just doing nothing.)
