I think because Minato/Makoto for the longest time and for whatever reason was scaled to Yu iirc, despite Nyx was calced being at Planet and should have directly scaled to her...

Personas are representation of someone's psyche. So they are not "born" from Earth. Also they can only be summoned in Tartarus, which is kinda whole another dimention altogether.

Almighty negs BB's future clones since you can kill someone like Kagutsuchi, Metatron, and even YHVH with it, who are omnipresent across space-time. And the SMT and Persona Almightys are similar and technically same, just with lower AP. Persona verse is still within Amala Network, after all.

What I'm trying to say in that statement is Almighty Attacks are capable of destroying someone who is omnipresent within space-time. Persona Almightys are SMT Almightys but weaker, not so much AP difference and this is Hax match anyway so it will still work.
