I'm not quite sure on the stronger one of the two, either I'm an idiot, or maybe there's a debate that can happen here.

Fight takes place in Uni 7s city, this is True Golden Frieza post revival.

Frieza:

Goku Black: 8
 
Seeing as how Frieza would just assume it's Goku, he'd probably end up torturing Black, with Black using that as a chance to get some Zenkai Gains until he gets to Frieza's level and which it's then GG with Aura Slide and his Scythe Clones
 
He adapts, can teleport anywhere if Frieza decides to chicken out and planet bust

Black wins fra and beacause Post-Revival is a little stronger than he was before not outrageousley and the only thing he has is the ability to stay in gfreieza longer so they aren't stomping one another and still "toying" with 3 universals who aren't baseline at the same time ... is in my book stronger than being equal to one stronger than they were before universe level then yea "Teir 0 ki blade" Frieza wil get rekt
 
Yeah, this is pretty much settled. Even if they were blood lusted, Black would still try to circle around Frieza and to get stronger, without getting one-shotted.
