I'm not sure if this has been discussed before, maybe it has but the Ghost Rider on the Wiki, his stats are from a Johnny Controlled Ghost Rider. The Handbook Iirc doesn't account for Zarathos taking control and as stated by Strange, the Host acts a safety net and Caps the SoV's power.
Strange specifically states that The Ghost Rider (Zarathos) can Possibly defeat the Hulk if Blaze isn't in control and ths is showcased as Johnny wasn't able to do anything to Hulk but as soon as Zarathos takes control when Johnny is knockd out, He makes the Hulk Scream in pain with his HellFire Nova:
Now the problem with this is...we can't really guage his other feats as Zarathos because, much like Strange, he primarily fights demons and extra-dimensional beings who don't all the time have a quantifiable power. I don't think this is necessarily against the rules but as this is iirc his highest quantifiable feat, can we upgrade the Ghost Rider to Possible 4-B (Stated by Strange to possibly defeat the Hulk while controlled by Zarathos)?
Or is it not enough to justify the upgrade?
