Yuto and Rokuro massive downgrade

and as you can see, both have country lvl AP, but the reason makes no sense,

rokuro is country lvl for harming yuto and yuto is country level for absorbing this guy: https://vsbattles.fandom.com/wiki/Kuranashi and abe no somei, but the latter doesnt have a profile so can we downgrade yuto and rokuro to "at least mountain level"?
