I know Civil War varies with his "sins" but it would be a NLF to say they can match Ghost Rider's tier and that it can summon all the huge amount of people and beings Johnny failed to before, if they will still be a large mob. So Ghost Rider can just make himself an aura of fire and burn many targets at a time, kill all the sins and then kill Axl Ro, or just go to Axl Ro before killing all the sins, kill him, fail at it, and then destroy his soul.

That just means that as long as the things summoned are still there Axl Ro will be able to create a new body for himself and heal himself, Johnny can kill them all and destroy his soul.
